Can the viewing window color in Adobe 9 be changed? If a pdf is created and the page size is smaller then 8.5x11, a black background appears? Can this be changed to white?

No, it doesn't look like you can change the black background for the default viewing mode.
You can change the background color when you're viewing a document in Full Screen mode (Edit > Preferences > Full Screen > Background color) and you can change the actual page background and the color of the document text (Edit > Preferences > Accessibility) -- but you don't appear to be able to change the background color when not in Full Screen mode.
Strange...
