You can do this with several pdf-sdks. QuickPDF is a good choice doing this job for you.

Thanks, but I’m looking for a Desktop product in this case…

You can use Tenorshare PDF Converter.It can help you convert JPG to PDF easily. and you can batch convert the files.

Light Image Resizer can convert jpeg to pdf in batch , and it is freeware for personal use.
