The only choice I have found is through Acrobat Pro 9 under Advanced > Enable Usage Rights in Adobe Reader. I don't need digital signatures, just the ability to save a form filled in with data. I've also noticed the form, once the Usage Rights are enabled bloats the size of the file. Is there anyway around that?

It's not possible to enable usage rights (Reader Extensions) in forms so that they can be filled out and saved in Adobe Reader, unless you use Acrobat Pro or LiveCycle. This is an Adobe only feature -- it is not part of the PDF specification.
As for bloat, try re-saving the file using Save As after you've enabled usage rights, and see if that decreases the size.
